In a medium-sized bowl, stir together the flour, hot chocolate mix, brown sugar, baking powder, and salt until combined.
In a small bowl, stir together the milk, melted butter, and vanilla.
Add the wet ingredients to the dry and stir together until combined well.
Next, fold in the chocolate chips and half of the mini marshmallows.
Spray 2 10-12 ounce microwave-safe mugs with non-stick cooking spray.
Add 1/4th of the cake mix to the bottom of each of the mugs. Spread it out some and form a little indent/hole in the center.
Split the remaining mini marshmallow between the two mugs and place them into the indents you made.
Add another 1/4th of the batter on top of the marshmallows and smooth it out so the marshmallows are covered.
Microwave for about 1 minute to 1 minute and 15 seconds until cooked through.
Remove from the microwave and let cool slightly before topping with whipped cream, chocolate sauce, dehydrated marshmallows, or mini chocolate chips if desired.
