Preheat oven to 425 degrees F.
Add baking powder, salt, pepper, and wings to a mixing bowl and toss to coat.
Prepare a baking sheet with aluminum foil.
Arrange wings in a single layer on baking sheet.
Bake for 35 minutes or until crispy and cooked through, flipping halfway through cook time.
Prepare sauce while wings are baking: Add butter to a medium saucepan and melt over low-medium heat.
Add in garlic and heat over medium heat for about a minute.
Whisk in cream until smooth, heat over medium heat for another 2 minutes.
Remove from heat and mix in parmesan until melted, then mix in parsley.
Add wings to a mixing bowl, pour sauce over baked wings, then toss to coat.
Top with a sprinkle of shredded parmesan cheese and chopped parsley if desired and serve.
